The water quality of the Horikawa River has been getting worse in the past one year after the stop of TRWKR (the Transmission of Raw Water from the Kiso River)!
We held the 8th HSC (Horikawa Sen-nin Chosatai) conference, and checked the change of the water quality of the Horikawa River after the stop of TRWKR.
And we decided to continue the fixed point observation as 9th and 10th stage, in the second year after the stop of TRWKR.

The 8th HSC conference was held at the lecture room of Nagoya Urban Institute on March 19th, 2011.
I suppose that many members’ family or friends were hit by the Great East Japan earthquake that occurred on March 11th. But, about 80 members attended this conference in the peak hour. We are much obliged.
We paid silent tribute to the earthquake victims at the start of the conference.
The data of investigation about the change of Horikawa River was announced, and the HSC members actively exchanged their views and opinions.
To our deep regret, the deterioration in many barometers of water quality of the Horikawa River such as transparency, COD, BOD, DO, etc., was confirmed. It was also confirmed that bad smell and bubbles were standing out.
Many of the participants said, “Let’s continue the investigation on 9th and 10th stage, the second year after the stop of TRWKR.”, so we decided to continue the fixed point observation for one more year.
And by taking a show of hands, we requested that the Nagoya City should grapple with improvement in the environment of the Horikawa River more earnestly.
Finally, we took a commemorative picture with the testimonial of “Chubu-area’s Future Creation Grand Awards : The Chunichi Shinbun (Shinbun : Newspaper in Japanese) Prize”, which we received last December.
We put the collecting box in the hall to raise money for the victims of the Great East Japan Earthquake. We could collect 14,350yen totally and donated it through Chunichi Shinbun Company. Thank you very much for your kindness.
Changes of the Horikawa River after TRWKR were reported in this conference The points of them are as follows.
1. From the research by the HSC
Survey Period : From Sep. to Dec. 2010 (after TRWKR) In this research, we compared the results of survey after TRWKR with the average during TRWKR in 2007,2008 and 2009.
(1) The impression of clearness It was found that the impression of clearness of the middle section of the Horikawa River (from Asahi Bridge to Matsushige Bridge) improved during TRWKR. (In other words, it worsened in the middle section of HR after TRWKR)
(2) Transparency It was found that the transparency in all sections improved during TRWKR. (In other words, it worsened after TRWKR)
Upstream (Sanage Bridge to Johoku Bridge) .........5cm worsened (82→77) Middle (Asahi Bridge to Matsushige Bridge)..........10cm worsened(89→79) Downstream (Matsushige Bridge to Oseko Bridge) .........6cm worsened(89→83)
Deterioration in the middle section was remarkable, which verified the effect of TRWKR clearly.
(3) COD It was found that COD in the upstream and middle sections improved during TRWKR.
Upstream (Sanage Bridge to Johoku Bridge) .................4mg/L worsened Middle (Asahi Bridge to Matsushige Bridge) .................2mg/L worsened
(4) Bubble Bubbles appeared in the upstream and the middle sections more frequently after TRWKR.
(5) Odor Odor got worse in the downstream section after TRWKR.
2. From the research by the Nagoya City
(1) BOD Between Sanage Bridge and Nayabashi Bridge, BOD improved during TRWKR, but after the stop of TRWKR it became worse.
(2) DO Between Sanage Bridge and Kizaemon Bridge, DO improved during TRWKR, but after the stop of TRWKR it became worse.

Based on the data, findings were reported. There were lively exchange of opinions, questions and suggestions. |

We, survey group of citizens, would make every effort to improve the water quality, do enlightenment and exchange activities between upstream and downstream area of Kiso River. The request, “We hope that Nagoya City would further strengthen efforts” was adopted with all participants’ agreement. And we informed this to Nagoya City’s executive officer who joined this conference |
